Corporate Support Services

The division is headed by a First Assistant Secretary and comprises of seven branches:

  • Office of FAS (CSS)
  • Finance Branch
  • Personnel and Human Resource Development Branch
  • Corporate Affairs Branch
  • Legal Services Branch
  • Internal Audit Branch
  • Management Information Systems Branch

The main function of CSS division is to provide effective and efficient support services to all divisions ensuring implementation of decisions and instructions conforms with the approved management regulations.

Policy & Research Division

The Policy and Research Division (PRD) aims to research and develop policies and strategies on the three modes of public transport (Land, Air and Maritime). The PRD aims are to ensure that decisions on transport policy are made in the light of the best possible advice on their impacts, and to ensure that investment in all modes of transport and their management meets the Department's policy objective as per the GoPNG objectives.

The Policy and Research Division is headed by a First Assistant Secretary. The Division has a Strategic Policy Development and Research Branch headed by an Assistant Secretary. The Branch is divided into 4 sections:

  • Land
  • Air
  • Water
  • Data & Archives

All four sections are supervised by Principal Policy & Research Officers and Data Coordinator respectively.

This division is entrusted with the responsibility to:

  1. Assess the social and economic implications of development in the transport policy, technology and investment;
  2. Carry out basic innovative research that will ensure transportation is keeping pace with trends and current developments;
  3. Periodically review the National Transport's medium to long term Development Plans and Strategies;
  4. Prepare and coordinate transport policy submissions by the modal sectors;
  5. Monitor and review the performance of transport industries.

Planning and Coordination Division

The Planning & Coordination Division works in partnership with other Transport Sector Agencies and Development Partners for effective planning of transport investment program and coordinating the sector Budget on transport infrastructure projects across the three modes of transport.

The division is headed by a First Assistant Secretary and is made up of two branches:

  • Integrated Transport Policy Branch
  • Monitoring and Evaluation Branch

The division is responsible for planning of transport investment, budgeting and coordinating the implementation of transport infrastructure projects.

 Monitoring & Evaluation Branch

This branch monitors, evaluates and reports on the status of the implementation of the projects undertaken by the Implementing Agencies are the responsibility of the Monitoring and Evaluation (M & E) Branch of the Planning and Coordination Division. The branch plays a conduit role between the lead sector policy agency (DoT) which advises on the framing of the Public Investment Program (Capital component of the Budget) and those involved in implementing the Budget.

The key functions of the branch include:

  1. Coordinate an effective implementation of the Budget by the Implementing Agencies through the maintenance of an effective monitoring and evaluation regime;
  2. Preparing Parliamentary Briefs and Ministerial Reports on the implementation status of all transport infrastructure projects as well as major policies and strategies;
  3. Provide input wherever required to other transport sector agencies and development partners in loan negotiations;
  4. Liaise with provinces and project developers about identifying approaches for coordinating transport projects;
  5. Monitoring and determining loan and budgetary implications;
  6. Undertaking site inspection of impact projects and providing progress briefs to the Minister.

Integrated Transport Policy Branch

The Integrated Transport Planning (ITP) Branch translates NEC Decisions, Ministerial Statements (and Commitments), Transport Infrastructure Policies developed internally and others such as legal requirements into identifiable or tangible projects through the framing of the Transport Sector Unified Budget.

Previously, the Sector Agencies were allowed to develop their own budgets and make separate submissions to the Departments of Treasury and National Planning (and Monitoring) but following a 2007 determination and direction by the Government, the Department of Transport is now responsible for coordinating the development of the Transport Sector Budget.

The Sector Development Budget is developed in close consultation with the sector agencies through a rigorous and robust process internally within the Sector before the Prioritized List of Transport Infrastructure Projects and Activities are submitted to the Budget Screening Committee (BSC) and the other sanctioning process before it gets to the NEC and the National Parliament for final approval. When the Budget is passed by the National Parliament, the funds are then released to the Implementation Agencies to implement the projects.

There are a total of eleven (11) agencies that make up the transport sector and Department of Transport is the sector leader. They are: Department of Works, National Roads Authority, Infrastructure Development Authority, and National Road Safety Authority (which is currently being in the process of replacement with newly established Road Traffic Authority), National Airports Corporation, PNG Air Services Limited, Air Investigation Commission, Civil Aviation Safety Authority, Rural Airstrip Authority, PNG Ports Corporation Limited, National Maritime Safety Authority and Department of Transport.

The Transport Sector Coordination, Monitoring and Implementation Committee (TSCMIC) which is comprised of all the sector agency Heads, Departments of National Planning and Treasury, and Development Partners approves the sector budget submission and oversees the implementation of the budget.

The key functions of the branch include:

  1. Plan and coordinate the formulation of transport infrastructure development plans in consistent with Government’s overarching Policies like the Vision 2050 and cascading down to the DSP 2030 and the MTDP;
  2. Plan, formulate and coordinate the implementation of medium and long term transport infrastructure programs;
  3. Coordinate and develop the Transport Sector Unified Budget Submission;
  4. Prepare and conduct feasibility studies to ensure projects are properly prioritized and resourced;
  5. Provide planning support to Provinces in terms of developing Provincial Transport plans and prioritizing of transport projects.
