The policy concerning the operation of all flights within Papua New Guinea airspace, including but not limited to non-scheduled flights is that they contribute as much as possible to the economic development of Papua New Guinea, comply with Papua New Guinea’s border security needs and operate within CASA PNG air safety requirements.

The Secretary of the Department of Transport is the Licensing Authority for Foreign International Airlines as provided for under Section 186 of the Civil Aviation Act.

For Papua New Guinea designated International Airlines, the Licensing Authority is the Minister for Transport under Section 178 of the Civil Aviation Act.

The operation of international scheduled services in and out of PNG is governed by a network of bilateral Air Service Agreements implemented over the years since 1975. These agreements set out the agreed routes and capacity entitlements that designated airlines of each state are allowed to operate and are negotiated based on demand and carry Treaty status.

The conduct of international non-scheduled air transport operations in Papua New Guinea is approved by the Secretary of Transport under Section 201 of the Civil Aviation Act of 2000.

Operators or persons wishing to conduct international non-schedule flights are required to submit details using the application for International non-schedule flight.
